In my humble opinion there seems to be an fundamental breakdown of trust and individual ownership when it comes to collaboration from an HR and Comms angle... HR are worried about risk management and tribunials and Comms are interested in brand maintenance. For me the issue is that both of these stances are reactive and superficial.
If HR and Comms are about are really promoting employee engagement and transformation actually the gains out way the risks and Blogging would be more pervasive in that community.
The true measure in my mind is that if you proactively deploy opinion, evidence and thinking you are probably contributing to a high performing organisation else where... the comparative silence in the blogosphere from the HR community probably illustrates that most HR practitioners aren't operating at that level. and are comparative ineffectectual.. and it's a grave shame that the CIPD should shoulder some of the blame for...
